Stephen G. Breyer (b. 1938) is an American jurist who served as an Associate Justice of the United States Supreme Court from 1994 to 2022. Appointed by President Bill Clinton, Breyer became known for his pragmatic approach to constitutional interpretation, emphasizing the purposes of laws and their practical consequences rather than strict textualism. Prior to his tenure on the Court, he was a professor at Harvard Law School and served on the U.S. Court of Appeals for the First Circuit, including as Chief Judge. Breyer’s judicial philosophy, articulated in works such as Active Liberty (2005), reflects his belief in the role of the judiciary in promoting democratic participation and effective governance within the constitutional framework.
